The corporate software market in Ukraine is experiencing, without exaggeration, tectonic shifts. Just three years ago, the question of choosing an accounting system was purely technical or financial. Today, it is a matter of national security, ethics, and strategic business survival.

The historical dependence on Russian platforms (primarily the 1C/BAS ecosystem) is rapidly being replaced by a multi-vector approach. We are observing the implementation of global ERP solutions, the adaptation of Open Source platforms, and an explosive growth of domestic SaaS products.

In this article, we will analyze a detailed analytical report on the state of the market for 2025. We will examine the leading programs for business automation available to Ukrainian businesses through the prism of functionality, total cost of ownership, and migration complexity.

Macroeconomic Context: Why Migration is Inevitable

Until 2022, products of Russian origin (1C, BAS, Bitrix24, AmoCRM) held a dominant position in the Ukrainian market. By various estimates, they covered up to 80-90% of the small and medium-sized business (SMB) segment. It was a "golden cage," difficult to leave due to habit and the lack of obvious alternatives.

However, the full-scale invasion changed everything. Abandoning hostile software ceased to be a purely "ethical" issue and moved into the realm of "critically necessary."

Geopolitical Factors and De-risking

The use of software from the aggressor country today carries direct and unacceptable risks:

  • War Financing: Purchasing licenses or even indirect payment for support generates tax revenue for the Russian budget. Every invoice paid for software is essentially an investment in the enemy's army.

  • Data Security Threat: Cybersecurity experts warn of a high probability of "backdoors" in the Russian software code. This allows the enemy's special services to gain access to the confidential financial information of Ukrainian companies, as well as employee and client data.

  • Legislative Pressure: State policy is clearly aimed at banning Russian software. This already applies to the public sector and critical infrastructure, but risks are also increasing for the commercial sector, especially for those involved in government procurement.

New Requirements for Automation Systems

Besides the security factor, the business requirements themselves have changed. Modern Ukrainian business is imposing new demands on business automation programs in the ERP and CRM class, which go beyond simple accounting:

  1. Cloud-first: The threat of physical server destruction has forced businesses to migrate en masse to the cloud. SaaS (Software as a Service) solutions have become a priority compared to on-premise installations.

  2. API-first and Flexibility: Businesses need systems that easily integrate with the e-commerce ecosystem (Prom, Rozetka), logistics operators (Nova Poshta), and payment gateways.

  3. International Standards: Export-oriented companies require support for IFRS/МСФЗ standards in parallel with national P(S)BU.

Global ERP Platforms: The Choice for Large Business

For large enterprises, holdings, and companies planning an IPO, the choice often narrows down to Tier-1 class systems. These solutions ensure maximum scalability and pass any international audit.

Microsoft Dynamics 365: The Ecosystem Approach

Microsoft Dynamics 365 holds leading positions in the rankings of ERP systems in Ukraine for 2024-2025. The main advantage is seamless integration with everything else you already use from Microsoft (Office 365, Teams, Power BI).

The system is divided into two main directions:

  • Dynamics 365 Business Central: The ideal solution for small and medium-sized businesses (the successor to the legendary NAV/Navision). It covers finance, sales, service, and operations.

  • Dynamics 365 Finance & Supply Chain Management: "Heavy artillery" for large corporations with complex manufacturing and intricate supply chains.

Localization is key to success. A critical factor is the availability of certified localization solutions from Ukrainian partners (Innoware, SMART business). They adapt the global product to our realities:

  • VAT: The "first event" rule is implemented, along with automated generation of tax invoices and integration with M.E.Doc.

  • Accounting: Support for the method of "red storno" for record correction, which is specific to our accounting tradition and atypical for Western systems.

  • HR & Payroll: Modules for managing staff schedules, time sheets, and generating 1-PV and ЕСВ reports.

The Cost Question: The pricing model is subscription-based. The Essentials license (finance, sales, warehouse) costs around $70-80/month per user, and Premium (adds Manufacturing and Service) is $100-110. It is important to understand that the cost of implementation significantly exceeds the cost of licenses (from $30,000 for a medium-sized business), but partners often offer significant discounts when migrating from Russian software.

SAP: The Enterprise Standard

SAP remains the inevitable choice for the largest industrial giants. The flagship solution, SAP S/4HANA, based on an in-memory database, allows for processing colossal data sets in real-time.

However, adapting SAP to Ukrainian realities remains a challenge. Local partners are forced to develop specialized add-ons for printed forms (strict adherence to formats for Waybills, Powers of Attorney), specific currency control, and dual inventory accounting (tax vs. general ledger), which often conflicts with global corporate standards.

Odoo: The Flexible Alternative and Open Source Revolution

If you are looking for a golden mean between expensive global brands and local solutions, pay attention to Odoo. This Belgian system is demonstrating explosive growth dynamics in the Ukrainian SMB segment.

The "Lego" Architecture

Odoo is built on the constructor principle. You don't buy a monolith; you assemble the system from modules: CRM, Sales, Purchases, Inventory, Manufacturing. A unique feature is its web-orientation: the system includes a website builder, allowing you to manage e-commerce directly from the ERP.

Ukrainian Realities of Odoo

Important: The "out-of-the-box" version of Odoo (directly from the developer's website) is not suitable for running Ukrainian accounting. It requires serious localization. This is where Ukrainian partners (Self-ERP, BJet, etc.) come in. For example, the BJet ERP CRM solution is a deep re-engineering of Odoo, where most processes for trade and manufacturing are already set up, including a chart of accounts and tax invoices.

The Price of Freedom

Odoo offers one of the most aggressive pricing models.

  • Free: If you use only one application (e.g., only CRM) — it is free forever.

  • Standard: All applications for a fixed price (around €12/month), but without access to the code.

  • Custom: Allows code customization, which is the standard for mid-sized businesses.

The implementation budget for a small business starts at $10,000, while for a medium-sized business, it can exceed $50,000.

National Leaders: Ukrainian ERP for Manufacturing and the Public Sector

One should not underestimate domestic developers. They possess one giant advantage: their products were created here, considering our legislation and mentality.

IT-Enterprise and the MASTER Ecosystem

The IT-Enterprise company is a "heavyweight" in the Ukrainian market (clients: Ukrzaliznytsia, Interpipe). For the mass market, they created the MASTER line.

  • MASTER:Accounting is positioned as a direct replacement for "1C:Accounting." The interface and logic are maximally close to the familiar standards, which relieves stress for accountants.

  • MASTER:Payroll and HR completely closes the complex issues of personnel accounting, often the "Achilles' heel" of Western systems (sick leave, night shifts, 1-PV reporting).

ISpro and Debet Plus

The **ISpro** system is known for its reliability in calculating salaries for thousands of employees, making it a standard in the public sector. **Debet Plus** is interesting due to its cross-platform nature — it runs on Linux, which is important for government agencies moving away from Windows.

SaaS Revolution: Cloud Solutions for Small Business

The most dynamic market segment is cloud services. These business automation programs replace cumbersome "boxed" products with light web interfaces. They are ideal for private entrepreneurs (FOP), trade, and service companies.

Dilovod (Delovod)

A true "Swiss knife" for the Ukrainian entrepreneur. It is a full-fledged online accounting, inventory, and reporting system.

  • Killer Feature: Built-in integration with the software cash register Checkbox. You fiscalize checks directly from the program's interface.

  • Price: The "PROFI+" package costs about €20/month and covers all essential needs.

Bimp

If Dilovod is about statutory accounting, then **Bimp** is about Management Accounting. It is a tool for the business owner who wants to see real profitability, not just data for the tax authorities. It is ideal for manufacturing companies (tech cards, cost calculation) and E-commerce. Servers are located in the EU, guaranteeing data security.

Bookkeeper

A cloud service created for maximum simplification of accounting. Close integration with PrivatBank allows for automated loading of bank statements and payments. Additionally, the service offers loyal payment terms during the state of war.

CRM Landscape: Managing Clients Anew

The Ukrainian CRM market is mature and competitive. Russian-based Bitrix24 and AmoCRM are being successfully displaced by high-quality products.

  • Creatio (ex-Terrasoft): A global leader in the Low-code platform class, recognized by Gartner analysts. Creatio is the choice for those who need to build complex business processes (BPM) and use AI for sales forecasting.

  • NetHunt CRM: A unique CRM that "lives" inside your Gmail interface. Ideal for B2B companies that conduct communication via email.

  • KeepinCRM: A discovery for product-based businesses and E-commerce. Its deep two-way integration with Prom, Rozetka, and Khoroshop allows managers to create a Waybill (Nova Poshta/Ukrposhta) and a fiscal check (Checkbox) in one click. It has a free tier for one user.

Migration Methodology: How Not to Fail the Transition

Transitioning from legacy systems (read: 1C) to new platforms is a complex engineering and organizational project. A "magic button" does not exist, but there is a proven methodology.

1. Preparation and Audit (Pre-Migration)

Do not attempt to transfer all the accumulated junk from the last 10 years. The rule "Garbage In, Garbage Out" applies. Conduct a data inventory: transfer only current directories (clients, goods) and actual balances at the beginning of the period.

2. Technical Implementation and Mapping

This stage involves mapping the fields between the old and new databases. For example, the "EDRPOU Code" field in 1C must correspond to its "twin" field in Dynamics 365 or Odoo. Always conduct a test migration.

3. Parallel Operation

This is your insurance. Experts recommend running parallel accounting in both the old and new systems for 1-2 months (ideally, closing a quarter). This allows you to reconcile balances and ensure the correctness of tax and payroll calculations.

Conclusion

As of 2025, the myth of "1C's indispensability" has been completely shattered. A full-fledged market of alternatives has formed in Ukraine, capable of satisfying the needs of anyone—from a coffee shop to an agricultural holding.

  • Corporations choose Microsoft Dynamics 365 and SAP for globalization.

  • Mid-sized businesses find flexibility in Odoo and reliability in IT-Enterprise.

  • Small businesses gain freedom and mobility thanks to the SaaS ecosystem (Dilovod, Bimp, KeepinCRM).

The strategic vector for Ukrainian business is openness, cloud technologies, and integration with the world. Switching to new software is not just changing icons on the desktop. It is the foundation for your security and future growth.
